先週、朝のBBCのラジオ・ニュースを聞いていて興味を惹かれたのは、カフェ・チェインの「カフェ・ネロ」が4月1日に導入された「National Living Wages」の発効を受けて、これまで無料だった従業員へのランチを廃止するとのニュース。ナショナル・リヴィング・ウェイジズが議論されていたのは知っていたが、既に発効されていたことは迂闊にも知らなかった。まず、ナショナル・リヴィング・ウェィジズって、何?

It is likely to be popular with 1.3m workers over 25 who will benefit immediately , but several big employers have said it will hit their profits badly. The Office for Budget Responsibility (OBR) has also warned that 60,000 jobs will be lost as a direct result.

Not to be confused with either the National Minimum Wage - or the Living Wage - the NLW should boost the incomes of many of the UK's most poorly-paid employees.

So how will the National Living Wage work, and what does it mean for you?


It will be paid to workers aged 25 and above. Initially, it will be set at £7.20 an hour, with a target of it reaching more than £9 an hour by 2020. Part-time and full-time workers will get it.

It will give a pay rise to 1.3m workers this year, according to the OBR. But it is expected to cost 60,000 jobs and reduce hours worked by four million a week.

Some employers - particularly those in London- have promised to pay even more than the NLW.

What is the ‘national living wage’?

It is a new national minimum wage of £7.20 per hour for everyone 25 and over. The rate is 50p higher than the previous minimum wage of £6.70 – although that lower rate will still apply for those aged 21 to 25.

The new rate was announced by the chancellor, George Osborne, at his summer budget last year. Osborne framed the scheme as a boost for workers and said 2.5 million people would get a direct pay rise.

But the national living wage (NLW) should not be confused with the longer standing, voluntary living wage. That is set every year and calculated as the amount a full-time worker needs to earn in order to afford a decent standard of living. Paid by 2,300 accredited living wage employers to all staff aged over 18, the current rate is £8.25 and the London living wage is £9.40 an hour. This means it is much higher than Osborne’s new pay rate. Even once the NLW has risen to £9 an hour by 2020, it will be lower than today’s London living wage.


 導入部を読んでも何が最低賃金で、何がナショナル・リヴィング・ウェイジズで、でもロンドンで働く人にとっては充分でないという、とても判り辛い状況。

 一つはっきりしているのは、幾つかの企業にとってこの制度の発効は、歓迎されていないと。早速メディアが取り上げたのは、「カフェ・ネロ」で低賃金で働く人に支給されていた「無料のランチ」が廃止されたと。

Elsewhere, staff benefits are also being trimmed. At Caffe Nero, workers are no longer entitled to a free panini(正しくはpanino)whilst staff at Eat will no longer have paid-for breaks.

In a recent parliamentary debate on the issue, both companies along with some other household names were in the firing line from MPs; DIY chain B&Q came in for particular criticism.

"Companies such as B&Q use the introduction of the national living wage to 'reform their pay and reward structures', as they put it. That is a euphemism for cutting staff pay," said Joan Ryan, Labour MP for Enfield North.

"I have found disturbing and, quite frankly, shameful the way in which some large employers in the service sector have used the introduction of a living wage as an excuse to cut basic work entitlements," added Julie Cooper, Labour MP for Burnley and Padiham.

This is certainly true for staff at the coffee chain Caffè Nero who will no longer be eligible for free food as the company attempts to mitigate costs of implementing the national living wage.

In a letter to staff the company said that because of government changes introduced earlier this month, which mean all staff must now be paid £7.20 an hour as opposed to £6.70, they would have to make changes in other areas of the business. Part of its these savings including staff being now entitled to a 65% discount on food, and a 75% discount on drinks, breaking away from the current system in which staff got certain food and drinks for free.


 まず、企業側が契約書の内容を変更することは企業側の権利であり、それに署名するかどうかは労働者が決めることであって、いやなら署名せずにその企業を辞めることができる。それは労働市場の原則(ッて言っていいのだろうか?)だと思う。

 露骨なのは企業側がナショナル・リヴィング・ウェイジズの導入によってかさむ人件費による損失をおさえる為に、労働者を惹きつける為の「えさ」だった福利厚生を即座に廃止、もしくは大幅な変更をしたこと。多くの労働者はその変更にたてつけば、職を失うことになることを理解しているので何も言えないという構図。

 この「福利厚生」の縮小の報道で考えていることが一つある。それは、今回のような労働環境の変更による不利益を被る多くの労働者が、サーヴィス業や製造業であることが多い。不動産業、金融業界でももちろん労働環境の変更は常にあると思う。しかし、それらの業界で働く、経験を積んでいる労働者による不満が全国ニュースになることは余りないと思う。それは、そのような業界の給与水準は、サーヴィス業や製造業で働く人が直面する水準よりは安定、もしくは元からそんな「福利厚生」が契約書には記載する必要がないのかもしれない。

 イギリスでは、業界毎の差、つまり給与水準、福利厚生等の差が確実に、そして急速に広がっているように思う。
