UCL to borrow record £280m to expand

University College London will sign the biggest loan in British university history on Thursday, borrowing £280m to fund an ambitious expansion and take advantage of a surge in international students.

It also marks the biggest construction project at the university since it was established almost 200 years ago and is part of a wave of development projects taking place in campuses across Britain.

The European Investment Bank — owned by EU member states — will lend the money over 30 years at an undisclosed rate of interest. UCL’s loan takes EIB lending to the British university sector to £2.1bn since 2010.

UCL is spending £1.25bn to rebuild existing facilities in central London and develop a new campus on the Olympic park in Stratford, east London. It is also borrowing a further £150m over five years from a consortium of banks and will fund the rest of the expansion from its own reserves and philanthropic donations.

Imperial College has embarked on similar plans to the west of London, while King’s College is taking over the BBC’s former site at Bush House on the Aldwych. Edinburgh, Strathclyde, Swansea, Belfast and Newcastle are just a few of the universities upgrading campuses outside London.
